    Parking

    Parking Permits are required to park on campus. This includes flat lots, the Garden Park Plaza Garage and Hazel Avenue. All handicapped individuals with state-issued hang tags must also have a Webster University Permit to park on campus.


    Parking Regulations

    All motor vehicle regulations are in effect 24 hours every day, seven days a week, including periods when classes are not in session. All faculty, staff, students and visitors parking a vehicle on University lots must comply with the University parking regulations, policies and procedures. You are responsible for all parking violations you receive on campus.

    Identification of Valid Parking Spaces

    Valid Parking Space
    Park your vehicle in a valid parking space, between two white parallel parking stall lines. Do not park on or over the line regardless of how others park, and do not create or add a space in areas that are not designated by two parallel parking stall lines.

    No Parking Areas
    Areas not identified as a valid parking space (see definition above). These areas do not require signage and oftentimes are unmarked.

    Yellow Curbs
    Yellow markings designate no parking areas.

    Fire Lanes
    Any area in a parking lot/garage that does not have white parking stall lines, or is not a valid parking space (as defined above) is considered a fire lane. Fire lanes are marked with red paint. Loading Zones: These spaces are designated for loading and unloading vehicles. They are not parking spaces. You are allowed to park in these zones for 15 minutes to load or unload. These spaces will be striped in yellow paint.

    Driver Responsibility

    Finding Authorized Space
    Drivers are responsible for finding an authorized parking space. Mechanical problems, inclement weather or other vehicular disabilities do not justify parking violations.

    Space Availability
    A parking permit does not guarantee the holder a parking space, but only an opportunity to park with in a specified area or areas.

    Permit Ownership
    A parking permit signifies an individual has been granted the privilege of parking on University property. Ownership of the parking permit remains with the University.

    Permit Display
    A parking permit is not considered valid unless it is displayed correctly on the vehicle. To be valid, a permit must be clearly visible and hang from the rear view mirror with permit number and color side facing the front windshield. Students and adjunct faculty must also have a sticker on the corresponding term box on the permit for it to be valid for that term. All vehicles parked on University property must have a valid permit displayed to be legally parked.

    Storage of Vehicle/Abandoned/Derelict Vehicles
    The University reserves the right to tow vehicles that remain on University property in an inoperative, derelict or abandoned condition and/or vehicles that are not in compliance with state regulations. University parking facilities may not be used for long term storage.

    Speed Limit
    The maximum speed in the Garden Park Plaza and all parking lots is 10 mph.

    Parking Appeals

    A parking ticket may be appealed by completing an appeal form located at the Department of Public Safety. Parking tickets must be appealed within 21 (twenty one) calendar days from the date the violation was issued. The Parking Appeals Committee meets regularly to review written appeals of parking violations. You are not required to appear before the committee when they meet. The Committee is composed of members of the Webster University community representing students, faculty, and staff. You will be notified by mail if the appeal has been approved or denied.


    Permit Designation

    Reserved Parking

    Gold Permits
    These permits are for our executive staff and the Deans of the Schools. These spaces are reserved 24 hours a day and 7 days a week. Parking in these spaces without the correct permit will result in ticket, tow or boot.
    $300 per year

    Faculty/Staff

    Silver Permits
    This permit allows our full time and part time Faculty and Staff to park on the flat lots and in the Garden Park Plaza. This permit does not entitle you to park in any lot or space reserved for visitors, reserved spaces or in residential parking.
    $200 per year

    Orange Permits
    This permit allows our full time and part time Faculty and Staff to park in the Garden Park Plaza ONLY. You may not park on any of the flat lots at any time.
    $120 per year

    Adjunct

    Blue Permits
    This permit allows our part time instructors to park in all flat lots and the Garden Park Plaza. This permit does not entitle you to park in any lot or space reserved for visitors, reserved spaces or in residential parking. This permit does not entitle you to park in fire lanes or to make your own space. There must be a sticker in the corresponding term box on the permit for it to be valid for that term.
    $100 per year

    Student

    Red Permits
    This permit allows our full time, part time, graduate and undergraduate students to park in any flat lot, the Garden Park Plaza and the downtown campus. This permit does not entitle you to park in any lot or space designated for visitors, reserved spaces or residential parking. There must be a sticker in the corresponding term box on the permit for it to be valid for that term.
    Full-Time Student (13 credit hours or more): $120 per year
    Full-Time Student per term: $35
    Full-Time Student per semester: $65
    Part-Time Student (12 credit hours or less) $100 per year
    Part-Time Student per term: $25
    Part-Time Student per semester: $50
    Downtown student rates are the same as above.

    Webster Village

    Yellow Permits
    This permit allows our students who live in the Webster Village Apartments to park in the Village Apartments. parking lot and the Garden Park Plaza garage. This permit does not entitle you to park in any of the flat lots or Hazel Ave. If you choose to park your vehicle in any other lot than the Village parking lot or the Garden Park Plaza garage it will result in a ticket, boot, or possible tow.
    $120 per year (included in rent)

    Residence Halls

    Green Permits
    This permit allows our students who live in the Residence Halls to park in the Garden Park Plaza only. This permit does not entitle you to park on any surface parking lot, visitor parking lot, or in the Village parking lot.
    $75 per year

    University Center Special Programs

    Fitness Center (Brown Permits)
    This permit is issued to members of the fitness center who are either alumni or residents of surrounding community. Active students or Faculty/Staff do not qualify for this permit. This permit allows the holder to park in the Garden Park Plaza ONLY!
    No cost

    Pink Permits
    This permit is issued to alumni or residents of the surrounding community who sign up for special classes held at the University Center. Active students and Faculty/Staff do not qualify for this permit. This permit allows the holder to park in Parking Lot H and the Garden Park Plaza. There must be a sticker in the corresponding term box on the permit for it to be valid for that term.
    No cost

    Visitor Permits

    White Permits
    Visitor Permits are available for visitors at Webster University. This permit can be obtained from the Public Safety office. There are Visitor Spaces located in front of Webster Hall and along side of Loretto Hall. There are also visitor spaces located by Undergraduate Admissions, The University Center and Garden Park Plaza. The parking lot behind the Alumni House on Garden Ave. is all visitor parking. There are also at least 2 visitor spaces in each parking lot on campus.
    No cost

    Motorcycle Permits

    This permit is for our students, faculty and staff that have motorcycles that they wish to drive to campus. Motorcycle parking is located in Lot L behind the H. Sam Priest House, in Lot K next to the Dean’s space and in Lot H south of the Kirk House. More spaces will be added in the future. All motorcycles are required to park in designated motorcycle parking spaces. There is no cost with the purchase of a F/S, adjunct or student permit. Motorcycles must be registered at the Public Safety Office.

    Replacement Fee: $20

    The Parking Permit itself is good for a year and expires on Aug. 1 every year. The stickers on the student and adjunct permit are what make it valid. If a permit is lost, stolen or misplaced the replacement fee will be charged to replace the permit. Do not throw a permit away during the year; just add stickers for each term or semester you are taking classes.


    Parking Policies

    Purchasing a Permit

    Student permits may be purchased in the Business Office, the Downtown Campus and the Department of Public Safety during regular business hours. F/S and Adjunct permits must be purchased from the Public Safety office only. All parking permits are issued during the month of August and are valid for the traditional 12 month academic year. However, permits may be purchased throughout the year. All permits purchased after January 1st are prorated based on the annual fee.

    Method of Payment

    Student
    The Business office will accept cash, check, MasterCard, Visa, Discover or the fee for the parking permit can be placed on your student account. We recommend that the fee for the permit be placed on your student account.

    Faculty Staff/Adjunct
    You can choose to pay for your permit through payroll deduction, or you can pay by cash, check, MasterCard, Visa or Discover.

    Lost or Stolen Permits

    Lost
    Lost permits must be reported to the Department of Public Safety immediately. This will ensure that any tickets issued to another driver will not be placed on your account. After reporting your permit lost you may purchase a replacement permit for $20.

    Stolen
    If your parking permit has been stolen, you must report this to the Department of Public Safety immediately. The Department of Public Safety will issue a report for the stolen Permit. After the permit has been reported stolen you may purchase a replacement permit for $20.

    Temporary Parking Permit
    If you do not have your parking permit due to a temporary change in vehicles you may get a temporary parking pass from Public Safety. There is no charge for this. Please have the license plate number of the vehicle you are driving. You must have a valid Webster University parking permit on file.

    Withdraw/Drops

    At the time of withdraw/drop, students must return the parking permit along with the completed withdraw/drop form to the Department of Public Safety. Refunds will be determined on a case-by-case basis.

    Overnight/Short-Term Parking

    Any one who is going to leave their vehicle overnight or for any length of time must notify the Department of Public Safety why they are leaving the vehicle and for how long. Any vehicles that are left on campus must have a current parking permit or it can be subject to immediate tow.

    Storage of Vehicles

    University parking facilities may not be used for long-term storage. The University reserves the right to tow away vehicles that remain on University property in an inoperative, derelict or abandoned condition and/or vehicles that are not in compliance with state regulations. Reasonable effort will be made by the Department of Public Safety to contact the owner prior to removal. If you require assistance with long-time storage for your vehicle, please call the Department of Public Safety for further instructions.

    Removal and Impoundment

    The department of Public Safety is authorized to remove or impound motor vehicles from University property AT THE OWNERS EXPENSE when the vehicle is in violation of the parking regulations and outlined violations for tow able offenses.

    The tow fee is subject to change depending on the availability of the vendor providing the towing service. Special equipment or circumstances may increase the charge. A drop fee is charged in situations where the tow truck is hooked-up to the vehicle, but still on Webster University property. A daily storage fee is charged if the vehicle is not reclaimed by the owner.

    Use of Multiple Vehicles

    Faculty, staff and students issued a parking permit may transfer the permit to other vehicles that are registered with the Department of Public Safety. Permits are transferable only between vehicles and NOT between individuals. See here for information on Temporary Parking Permits.

    Lot Maintenance/Special Event Parking/Inclement Weather

    The Department of Public Safety is authorized to restrict the use of spaces on a temporary basis to accommodate special meetings, University-sponsored activities or construction. Advance notice will be provided. The Department of Public Safety will notify the SGA of any lot closures. Please make sure to register with the SGA so they can get this information out to you.

    The University reserves the right to close and/or restrict parking areas for maintenance or snow removal. It may be necessary to close the top level of the Garden Park Plaza for extended periods during inclement weather.

    Parking For Theatre Patrons

    The lots adjacent to the Loretto Hilton Center, I, J and K, are reserved from September through April for Repertory Theatre patrons Tuesday through Friday after 6 p.m., Saturdays after 3 p.m. and all day on Sundays. All Faculty, staff and student vehicles must be moved from these lots by these times or they will be subject to ticketing, booting or possible towing at the owners’ expense if they are left on these lots.

    Damage to Your Vehicle

    Webster University is not responsible for loss, theft or damage to any vehicle, or its contents, while parked on a University lot/garage.

    Temporary Handicapped Permits

    Individuals who experience an injury/illness that temporarily limit his or her mobility may contact The Department of Public Safety to receive authorization for a temporary disabled hang tag. Arrangements will be authorized only for as long as deemed necessary by the individuals’ physician. (Note: Temporary hang tags are just that, temporary.) If there is a need for a disabled hang tag for an extended period of time The Department of Public Safety may request that you have your physician fill out a form to be taken to the Department of Motor Vehicles for a State issued Disabled hang tag.

    Emergency Parking Situations

    In the event of vehicular breakdowns call The Department of Public Safety at (314) 968-7430 and report the vehicle. Make sure to give the description, license plate number, lot location and time frame for repair/removal of the vehicle.]

    Parking Arrangements for Special Events

    Contact The Department of Public Safety at (314) 968-6900 ext. 8021 or you can send an e-mail to publicsafety@webster.edu to coordinate parking for an event, meeting or conference. The Department of Public Safety requires at least 72 hours advance notice to reserve parking.

    Public Safety Services

    Non-Emergency
    If you need to contact The Department of Public Safety you can call (314) 968-7430 from off campus or ext. 7430 from on campus.

    Emergency

    1. If you have a medical emergency please call 911, then contact the Department of Public Safety at ext. 6911. Our officers are First Aid, CPR, AED and Oxygen trained.
    2.  For all non medical emergencies please contact the Department of Public Safety at ext. 6911 on campus and (314) 968-6911 off campus.
    3. The Garden Park Plaza has been equipped with emergency phones on every level. The phones are located by the south east stairwell and the north west stairwell by the elevator. These phones are hands free. There is a button that you will push which will ring the emergency line in the dispatch center.
    4. There are also emergency phones located throughout the campus. We have phones in every parking lot and by the Webster Village Apartments. You can find these phones by the flashing blue light.
    5. All of our elevators are equipped with an emergency call button. This button also will ring the emergency line at the dispatch center.

    Did You Know?

    • The yellow-hashed area adjacent to the disabled space is part of the disabled space. Parking in the hashed area will result in a ticket, boot or tow.
    • Always park your vehicle between two parallel parking stall lines in the parking lots and garage.
    • Parking lot B located in front of Webster Hall and along side of Loretto Hall is for visitors ONLY. Parking in this lot will result in a ticket and/or boot.
    • The Department of Public Safety is happy to escort students to and from their classes.
    • The parking regulations are in effect 24 hours a day, 7 days a week. This includes all breaks.
    • A parking permit does not guarantee the permit holder a space in a specific lot.
    • Parking permits are required for all students, faculty and staff that park on the university property.

    Location of Parking Lots

    Lot B
    Located in front of Webster Hall off of Lockwood Avenue and is for Visitor Parking Only. Reserved Executive parking is also located in this lot. No Faculty, staff or students are allowed to park on this lot until 5 p.m. and then they must have a valid Webster University parking permit.

    Lot D
    Located behind Webster Hall off of Plymouth Ave. This lot is open to Faculty, Staff and commuter students with a valid Webster University parking permit.

    Lot F
    Located off of Big Bend Blvd. between the Visual Arts Building and the Sverdrup Building This lot is designated disabled parking only. A disabled parking permit and a valid Webster University parking permit are required. There is also a loading zone located in this lot. You may load and unload for fifteen (15) minutes with your flashers on. If you are parked longer than the allotted 15 minutes you will be subject to being ticketed and/or possibly towed at your expense. Please remember other students also need to use this space.

    Lot G
    Located behind the Alumni House off of Hazel Ave. This Lot is for Visitors Only. No Faculty, Staff or students are allowed to park on this lot at any time.

    Lot H
    Located off of Big Bend Blvd. behind the Undergrad Admissions building and off of Edgar Rd. behind the University Center. This lot is for Faculty, Staff and commuter students with a valid Webster University parking permit. There are reserved spaces for visitors next to the Undergrad Admissions building and the University Center. No Faculty, Staff or students are allowed to park in these spaces at any time.

    Lot I
    Located next to the Loretto Hilton Center off of Edgar Rd. This lot is for Faculty, Staff and commuter students with a valid Webster University parking permit displayed. This lot is restricted to all Faculty, Staff and students after 6 p.m. Tuesday through Friday and after 3 p.m. on weekends during the Repertory Theatre season from September through April.

    Lot J
    Located off of Big Bend Blvd. to the west of the Thompson Music House. This lot is for Faculty, Staff and commuter students with a valid Webster University parking permit displayed. This lot is restricted to all Faculty, Staff and students after 6 p.m. Tuesday through Friday and after 3 p.m. on weekends during the Repertory Theatre season from September through April.

    Lot K
    Located off of Big Bend Blvd. to the east of the Thompson Music House. This lot is for Faculty, Staff and commuter students with a valid Webster University parking permit displayed. This lot is restricted to all Faculty, Staff and students after 6 p.m. Tuesday through Friday and after 3 p.m. on weekends during the Repertory Theatre season from September through April.

    Lot L
    Located off of Big Bend Blvd. behind the H. Sam Priest House and Pearson House. It can also be accessed off of Garden Avenue. This lot is for Faculty, Staff and commuter students with a valid Webster University parking permit displayed.

    Lots M & N
    Located off of Hazel Avenue. These lots are for Webster Village Apartment Residents Only and they must have a valid Webster University parking permit displayed.

    Lot O
    Located at the east end of Garden Avenue. This lot is for Faculty, Staff and commuter students with a valid Webster University parking permit displayed.

    Lot P
    This is the Garden Park Plaza Garage and it is located on Garden Avenue. This lot is for Faculty, Staff, commuter students, Dormitory Residents and Webster Village Apartment Residents with a valid Webster University parking permit displayed. There are ten (10) Visitor Parking spaces located on the first level of the garage. No Faculty, Staff or student is allowed to par

    Hazel Ave.
    Hazel Ave. belongs to the University. It is located between the Webster Village Apartments and the Alumni House off of Garden Avenue. Faculty, Staff and commuter students with a valid Webster University parking permit displayed are allowed to park on this street. Webster Village Apartments residents and Dormitory Residents are not allowed to park on this street at any time.
