Advisory Board: Timothy Noelker

Timothy NoelkerTimothy F. Noelker serves as General Counsel of the Corporation for National and Community Service (CNCS), a federal agency that engages millions of Americans in results-driven service to solve problems and strengthen communities through AmeriCorps, Senior Corps, and other programs.

Appointed by the White House, Tim leads the Office of General Counsel, which advises on all legal matters that arise as CNCS carries out its mission, programs, and activities. He also serves as the agency’s point of contact with the White House.

Tim comes to the agency after more than 30 years of practice at Thompson Coburn LLP, where he was a partner and member of the firm’s Federal Practice Group in St. Louis and Washington, D.C. Tim also served as a federal judicial law clerk in St. Louis and trial attorney in the U.S. Department of Justice in Washington, D.C..

Tim’s legal career reflects a wealth of expertise gained from a concern for and focus on issues of accountability, compliance, and federal regulation. He has been recognized in Super Lawyers and The Best Lawyers in America. Tim brings decades of nonprofit leadership service in local and national positions, particularly those representing vulnerable populations. He has served as a board member and chair of the Child Welfare League in Washington, D.C., and as a member of the National Council for the Brown School of Social Work at Washington University in St. Louis. Tim has a longstanding relationship with the Council on Accreditation in New York, N.Y., and represented the council in its relationship with the U.S. Department of State in accrediting and regulating international adoption agencies under the Hague Convention. He also recently served on the board of Catholic Charities USA, a CNCS partner that is one of the nation’s largest human services providers.
