Posting Notices and Solicitation Policies

These policies and procedures apply to Webster University students enrolled at the St. Louis Campus.

The University Center and Student Activities office oversees and monitors the distribution of printed materials and posting of notices on Webster University's home campus. This office reserves the right to remove outdated or unauthorized materials. The distribution and posting of notices is permitted with the following guidelines:

The sponsoring organization, department, or individual must be identified on any notices.
  • Posting notices: is permitted on general University bulletin boards. Posting is not permitted  on walls, windows, or doors. Sidewalk chalk may only be used on approved exterior sidewalks. This is permitted for on-campus groups only. It may not be used on walls, doors, windows, stairs, fire escapes, curbs, streets, or signs. Only non-permanent sidewalk chalk may be used. No paint, markers, or inks allowed. Chalking is not permitted on sidewalks under roofs or overhangs. No sidewalk chalk is permitted within 72 hours before or after Commencement.
  • Bulletin boards

    Sverdrup 1 in stairwells near McDonnel-Douglas Lounge. In Emerson Lounge and McDonnell-Douglas Lounge.
    Emerson Library Take to library front desk for consideration. Near exit to Jazzman's Cafe.
    H. Sam Priest House 1 on 1st floor by entrance On 1st floor by entrance.
    Pearson House 1 on 1st floor by entrance On 1st floor by entrance.
    Garden Park Plaza Garage 1 on ground floor by elevator On ground floor by elevator.

  • The locations where sidewalk chalk is permitted are:
    • the sidewalk between Maria and Webster Hall,
    • the sidewalk along the west wall of Maria Hall,
    • the sidewalk between the Sverdrup building and the University Center,
    • the sidewalk along the east wall of the UC Swimming Pool,
    • the sidewalks immediately surrounding the future Emerson Library location,
    • the sidewalks between Pearson and the H. Sam Priest Center,
    • the sidewalks immediately surrounding the Thompson Music Building,
    • the sidewalks around the WVA Clubhouse and the WVA mail kiosk,
    • the sidewalk approaching the west entrance of Garden Park Plaza (from the street to the entrance).

  • Banners may be hung in the University Center commons, around the future Emerson Library area, and in the Sverdrup lounges, as approved by the Director of the University Center and Student Activities. This is permitted for on-campus groups only.

  • Sandwich boards advertising events may be placed outside the entrances to the University Center, and in the UC Commons, with the permission of the Director of the University Center and Student Activities. This is permitted for on-campus groups only.

  • Table tents and/or flyers may be placed on the tables in the Gorlok Grill seating area and the tables in the Maria Dining Hall with the permission of the Director of the University Center and Student Activities and the Director of Dining Services. This is permitted for on-campus groups only.
  • Staked signs advertising events may be placed in the ground along the following walkways:
    • the sidewalk between Maria and Webster Hall,
    • the sidewalk along the west wall of Maria Hall,
    • the sidewalk between the Sverdrup building and the University Center,
    • the sidewalk along the east wall of the UC Swimming Pool,
    • the sidewalks immediately surrounding the future Emerson Library area,
    • the sidewalks between Pearson and the H. Sam Priest Center,
    • the sidewalks immediately surrounding the Thompson Music Building,
    • the sidewalks around the WVA Clubhouse and the WVA mail kiosk,
    • the sidewalk approaching the west entrance of Garden Park Plaza.
  • Placing a leaflet on car windshields is only permitted for on-campus, Webster University-affiliated organizations.

  • Promotional literature that advertises events with alcohol must adhere to the guidelines of the alcohol policy.

  • Outdated materials should be removed by the sponsoring organization in a timely manner, or the materials will be removed by Webster University staff.
  • Any posting of notices that are not date-relevant should be removed within two weeks, or the materials will be removed by Webster University staff.

Other Concerns:

  • Use of special area bulletin boards requires that permission be obtained from the related office.

  • Off-campus groups and individuals must get permission to post or distribute information from the University Center and Student Activities Office [located at 175 Edgar Road, phone: 314-968-7105]. Webster University reserves the right to remove any material that has not been authorized prior to its distribution.

  • Messages that are threatening, obscene, vulgar, and/or libelous are not permitted. No private information about individuals may be shared without their permission.

  • No access for general posting is allowed in Webster University residence halls or student apartments. Any individual or organization wishing to distribute information in these areas must leave materials with the Residential Life Office [Loretto Hall, Room 103, phone: 314-968-7030] or the Webster Village Apartments Office [520 Garden Ave., phone: 314-968-5920]. Staff in these areas will distribute the information.

  • Larger quantities of information may be stacked in designated areas of the Webster University campus. Consult the University Center and Student Activities Office at 314-968-7105 for a list of approved sites.
  • Violators of these policies may be subject to payment for the removal of any notices that are not in compliance.

    No commercial solicitation is permitted on campus except by recognized student organizations or authorized representatives of the University faculty and staff, and they must secure permission from the appropriate building administrator and the University Center and Student Activities Office. Permission from Dining Services director may also be required in some circumstances. All outside vendors are prohibited from selling their wares on campus unless special permission is given by the University Center and Student Activities Office.
